The Commission’s Operating Principles

Statutory objectives

Our principles set out the operating approach of the Commission and what licensees and others should expect when engaging with the Commission. The Commission sets out its principles in exercising its regulatory functions in the separate document ‘Statement of Principles for Regulation under the Casino Operation and Control Law 2015’

The Commission will:

  • Permit a licensee’s activities only if consistent with the law’s objectives and regulatory
  • Provide reasonable assistance to ensure that compliance with legal obligations are understood as a minimum standard.
  • Be risk-based, we will understand our internal (Commission) and external (casino and market) risks and require licensees to do the same.
  • The casino operator acts in accordance with the Law, licence conditions and directions.
  • Require licensees demonstrate their effectiveness and thinking applied to their business.
  • Adopt a cautious approach where evidence is inconclusive, or matters are novel or contentious.
  • Operate on the exercise of personal responsibility and accountability.
  • Be focused, working flexibly with personal ad team-based performance management.
  • Develop our people to meet Commission’s and individuals’ professional needs
  • Design and implement Commission policies and processes systems maximise the effectiveness of resources
  • Recognise information as a valuable corporate asset, to be protected and managed lawfully and efficiently
  • Use technology to maximise operational and organisational effectiveness.
  • Ourselves to organise our operational activity that reflects best practice and is evidence led; to take a targeted yet innovative approach to regulating; and to use our knowledge and experience to influence and inform public debate
  • Build our evidence base through a knowledge and information management plan.
  • Share information where it is in our interests or a legal duty to do so.
  • Provide reliable information and authoritative advice on gambling and its regulation
